Russia studies the Track & Trace system

According to a report by Deloitte, Russia’s pharmaceutical industry grew 6.7% in 2016 and is expected to continue to grow. The federal government has established a program for promoting the progress of the pharmaceutical and health sector until 2020, which will be dedicated to the innovation and technological development of the sector.

In February 2017, a pilot project was carried out with the drug manufacturers related to the identification of medicines through bar codes and labels. This project is called “the automated system for controlling the movement of drugs labeled from the manufacturer to the end user” and its main objective is to protect citizens from the falsification of medicines. The use of this Track & Trace will be mandatory for all actors in the pharmaceutical sector: manufacturers, importers, wholesalers, pharmacies, medical establishments, etc.

The system consists of labeling all medicines within the Russian territory using the Data Matrix standard and GS1 standards for the unambiguous identification of medicines. Those actors involved must register in the state labeling system to inform the system about all movements of medicine. This communication will be made through documents in XML format and signed by a qualified reinforced signature that will be sent to the platform.

In the initial stage, about 60 medicines were labeled, and by December 31, 2018, it is expected that all medicines circulating in Russia’s territory will be labeled.

In addition, citizens can verify the legality of medicines in the market by scanning the drug’s code with their mobile devices.

What advantages do suppliers in the sector obtain?

Not just consumers benefit from the implementation of this system. Obtaining information in real time and completely identifying the movement of goods is also beneficial for the health companies.

They can take better control of their inventory and as a result, they can control their stock better by introducing standardized practices in their businesses. The system will provide companies with real time data so they can analyze the flow of medicines in the market. It can also help manufacturers and wholesalers have efficient control of their products and with it implement or develop new sales strategies.

In summary, obtaining information on the state of medicines in the market will provide complete traceability of the products and increase efficiency throughout the supply chain.

How is communication automated with the platform?

The actors in the heath market move a large amount of medicines every day and having to inform the system of each movement could affect the daily work of internal management.  In addition, the deadline to communicate these movements is five days and always before starting a new movement.

It’s important to avoid manual management of this information, which could cost a company’s internal teams time and money.

Reception or rejection messages sent by the state system would also be integrated into the process.
