e-Invoicing and tax compliance: global solutions for the healthcare sector

Virtualization is progressively making inroads across the European Union in B2B and B2G spheres alike. The healthcare sector warrants special attention within this upgrading process because its complexity and international weight makes implementing EDI technology across health a challenge.

Laboratories and healthcare enterprises are adapting their systems to operate with public bodies, required under Directive 2014/55/EU to be using electronic invoicing as regulated by the European Standardization Committee by November 2018. Because of the steps that increasingly more countries are taking in digitization, these providers will soon need to implement more extensive technology solutions to make their commercial relations international and adapt to the electronic and legal requirements that are either now or soon will be a reality across the different EU Member States. This includes, for instance, VAT return systems at the worldwide level and compliance with e-invoicing requirements.

Besides consolidation in invoicing, many EU countries have expanded their horizons and taken up projects such as e-VAT implementation and purchase order digitization, directly impacting healthcare providers who must necessarily integrate tech solutions based on an international EDI project into their commercial transactions to adapt to electronic developments in each country.

The global compliance challenge

Some European countries are already showing significant maturity in the digitization of commercial information.

One such case is Italy, a long way down the road in the implementation of EDI in B2G and B2B. E-invoicing with the public administration has been compulsory in Italy since 2014 and the country is now looking at B2B e-invoicing, set to become mandatory in 2019. Italy is also rolling out an e-purchase order project in the health field. The government plans to make it compulsory for all public health-sector providers to be able to receive electronic purchase orders via the NSO (Nodo Smistamento Ordini) platform in 2018.

For its part, the UK has an important digitization project under way at the National Health Service, where stakeholders must progressively introduce digital processes into various commercial documents as part of their public procurement strategy.

Also of note are the VAT digitization projects that numerous countries are developing. In Spain, the real-time e-VAT Immediate Information System (SII) has been in place since 2017, except in the Basque Country and Navarra, which made it compulsory in January 2018.

In Hungary, businesses are gearing up to use the real-time Data Reporting System (RTIR) which will come into effect on 1 July 2018. In this case, EDICOM is automating company communications with the Hungarian tax office (NAV).

Poland and Lithuania are also promoting smart tax administration systems throught SAF-T schema.

The progress of digitization in these matters can throw up important challenges for healthcare enterprises at the global level. Communications automation and human-resource optimization will provide sector firms with more facilities for focusing on what really matters to their business: health innovation and people.

The European Commission, through the CEF TELECOM e-Invoicing initiative, has approved the project EU B2G e-Invoicing led by EDICOM for the rollout of e-Invoicing with Public Administration. Through these projects, the implementation costs of European Electronic Invoicing will be subsidized. Participants must be part of the European project consortium, considering the requirements and implications defined by the European call for tender CEF-TC-2017-3 e-Invoicing under Directive 2014/55/EU.
