Chile Lifts Obligation to Print Electronic Tax Documents 


Chile is making headway in digital transformation for invoicing. The SII Internal Tax Service has approved Exempt Resolution No. 99 introducing changes to encourage the elimination of paper and commit more strongly to taking bureaucratic processes digital.

The main new feature of the revamped regulation is that it removes the requirement to print electronic tax documents (electronic invoice, electronic bill of lading and electronic ticketing) so it is no longer necessary to supply printed document versions.  

Exempt Resolution No. 99 states that taxpayers issuing ETDs can send them “using the same means to non-electronic or manual recipients and electronic ones without having to print out the tax document on paper”.

It also specifies that in the event of transferring movable tangible property using electronic tax documents it is no longer compulsory to submit the printed version.  Transactions can be supported with their related ETDs in digital format and the graphic representation need only be carried on an electronic device.

Although the regulations still cover the possibility of filing printed documents, the ETD supporting the transfer of merchandise must have been previously generated and sent by the issuer to the SII “and this organization must have accepted and not rejected it”.

What does the process entail? The current tax system in Chile involves a digitization of taxpayer-SII relations. Procedures that entail invoicing in the country are on the way to becoming fully digital, eliminating paper and making digital the only way to comply with tax laws.

Electronic tax compliance makes the tax system more transparent and reduces evasion, the main reason why governments are getting behind digitization in the public arena. But digital transformation also has significant benefits for taxpayers:

  • Cost reduction. According to the SII, in Chile's case the new measure will benefit around 950,000 taxpayers who will see their costs brought down.
  • Greater facility for tax compliance.
  • More security and legal certainty in transactions.
