Facturae status: Latest administrations ready to receive e-invoicing
The e-invoicing incorporation map continues to grow. The autonomous communities of Navarre, Asturias, Murcia, the Balearic Isles, Madrid and Extremadura are the latest to join the still incomplete process of switching over to Facturae by Spanish public administrations. Previous early adopters included the regions of Catalonia, Valencia, Galicia, La Rioja, Castile and León and Castile-La Mancha in the initial phase.
January 15 was the deadline for joining Facturae, set forth in Law 25/2013 on promotion of electronic invoicing and creation of the accounting registry for invoices in the Public Sector. According to this law, all invoices sent to the Public Administrations shall be electronic and must comply with XML Facturae format version 3.2, as explained by the Ministry of Industry, Energy and Tourism.
An uneven rollout
Although the mandatory implementation date was common for all regions, not all Spanish administrations jumped onto the e-invoicing bandwagon at the same time. The latest autonomous communities to sign up for e-invoicing in Spain will use the FACe platform as their general point of entry for electronic invoicing, enabled by the General State Administration.
To streamline incorporation of state administration suppliers to e-invoicing, the EDICOM Public Administrations HUB allows direct and automatic connection to the General State Administration’s general entry point for electronic billing. As for those regions still due to join this new system, such as the Basque Country or the Canaries, within a short period of time they should have their systems ready to receive billing in electronic format (Facturae XML).
With the rollout of Facturae, invoice processing cycles are shortened, so the collection time is expected to be quicker too. But this is not the only advantage of this new system. e-Invoicing cuts the costs in printing and postal sending and also allows time savings through easy access to stored invoices, not to mention the space-saving in physical administrative management.
In addition, e-invoicing will allow a more immediate knowledge of economic reality in the administrations, more globally, contributing to modernization of the economy and the development of Information Society.
