The SAT is sending out a reminder that as of 31st December 2012 the option of using pre-printed tax invoice vouchers authorized under the former printer scheme is no longer available. This means that people and businesses that have not migrated to the electronic billing model will not be able to issue invoices as of the first minute of 2013.
What do I need to issue my tax invoices via Internet (CFDI)?
If you are part of the group of people still using the old issuing system for printed tax invoices, you are urged to bring yourself up-to-date, since as of 2013 you will need to create and issue your invoices using the electronic model. To do so, you will need:
FIEL Advanced Signature Certificate: Invoice issuers must have an Advance Electronic Signature Certificate or FIEL issued by the SAT. This certificate requires the presence before the SAT of the physical or legal persons in whose name it is issued. The Certificate enables the user to engage in multiple administrative and tax-related proceedings and is necessary to obtain the Digital Seal Certificate.
Digital Seal Certificate: Digital Seal Certificates are issued by the SAT following identification of the applicant by their Advanced Signature Certificate. They are used exclusively to sign Digital Tax Receipts, and at least one must be requested for each tax domicile.
PAC (Certification Service Provider in Mexico): CFDIs must be subjected to a process of validation, stamping and online reporting to the SAT, carried out by a PAC such as EDICOM (the first PAC authorized in Mexico), making it fiscally valid as a prior step before forwarding the invoice to its destination.
Generating XML files: The electronic billing standard to be used corresponds to an electronic document in XML format that integrates a minimum series of data to be included in any invoice. This way, the issuer must be able to create and sign the XML file according to the SAT specifications, or outsource the services to a CFDI service provider like Edicom, to simplify the invoice construction process.
