Advance electronic notification of transport documents to become mandatory in Portugal
The recent legislative changes in the regulations concerning goods in circulation in Portugal have prompted Edicom to carry out the technical adjustments specified by the ruling, so that our technology and communications platform is 100% in line with the current law.
Legal framework: Ministerial Decree Nº 160/2013 of 23 April.
As of 1 July 2013, the new regulation makes it mandatory for all VAT taxpayers to notify their transport documents to the Tax and Customs Authority (TCA) prior to all goods movements within Portuguese territory.
Notification of the mandatory data through a standard XML file (SAFT-PT) is the most important point of this new goods movement control model laid down by the TCA. To carry out this electronic notification, the law considers three possible procedures:
Real-time electronic transmission of mandatory data, connecting with the Authority’s web service.
Exporting the SAFT-PT file through a certified solution such as Edicom’s, uploading it through the e-fatura website application in the Finance Portal.
Entering the data demanded by the TCA manually and directly in the Finance Portal, using the functions provided for said notification.

Creation: Data are taken automatically from the client's ERP to construct the XML message.
Communication: The solution automates sending of the obligatory data via a real-time web service connection with the TCA data centre. Likewise, it receives the authorization code issued by the TCA and includes it in the document.
Integration: The solution integrates the authorization code with the corresponding transport document directly in the client's information management system.
