Electronic proof of payment responds to the electronic billing model up and running in Peru since 2010. Through the remote system enabled by SUNAT, an invoice issued electronically has the same legal value as its equivalent on paper and provides greater advantages in terms of security and optimization of administrative management.
The system is based on the generation, statement and issuance by remote means of an electronic document using the UBL 2.0. technical standard (XML file format developed for financial and fiscal operations).
The SUNAT (National Customs and Tax Administration) provides two mechanisms that allow businesses and taxpayers to issue their payment receipts electronically:
MYPE electronic invoice: System aimed at micro-businesses handling very low volume billing. In this case, the issuers enter the SUNAT portal, log in and access an application that allows them to fill in their invoice information from a web interface, declare it to the administration and forward it by e-mail to their client or customer.
Electronic invoice generated by taxpayer systems: System primarily aimed at medium-sized and larger companies, as well as smaller businesses with high billing turnover which therefore need to integrate and automate the management of their accounting and tax records with their internal management system.
Through this process, taxpayers get the information from their internal systems and create the electronic invoice based on the technical specifications laid down by the SUNAT (XML), with a digital signature as security and confidentiality mechanism.
In order to apply the compulsory electronic signature mechanisms that provide the invoice authenticity and integrity, the company must issue an electronic certificate and register it with SUNAT.
It is important to note that any company wishing to sign up to the electronic taxpayer system must be previously authorized and acknowledged as an “electronic issuer”, for which it must necessarily pass an approval process.
During this process, the company and its electronic billing solution provider must overcome a series of technical trials where SUNAT assesses whether the solution correctly manages the creation, issuing and sending of the electronic payment receipts in line with the current standards. After the approval phase, the SUNAT issues a resolution authorizing them as Electronic Issuer.
E-invoicing optimizes business management in enterprises
Electronic invoicing means an opportunity for businesses to improve in their logistics, sales, billing and other processes. Likewise, it allows cost reductions in printouts and filing, as the delivery and safekeeping of documents must now be carried out by electronic means (webpage, EDI service… etc.).
Moreover, it allows automation of business communications through integration of invoices with the company's Internal Information Systems. In addition, by adopting an EDI system (Electronic Data Interchange) to communicate the bill electronically, the possibilities of management automation are multiplied, as it may be expanded to include the exchange of any business document, such as orders, despatch advices, price catalogues ...etc.
