Electronic invoicing in Argentina

Electronic invoicing continues its expansion as a mandatory model in Latin America, a region where this digital billing system has been active for more than a decade now. This paperless revolution is not only a way of saving time, money and paper, and therefore increasing efficiency, but also a powerful tool for Governments in their fight against tax evasion.

It is the case of Argentina, where the Federal Administration of Public Revenues (AFIP), the tax agency responsible for management and control of the electronic billing system, has set itself the ambitious goal of generalising this paperless model across all the different economic sectors.

This is why companies considering their expansion to this Latin America country must be familiarized with the invoicing model in Argentina. Just like in other countries, such as Mexico or Chile, these e-Invoices are based on a pre-stablished XML format, which includes a series of mandatory tax data and the implementation of an electronic signature mechanism to ensure the document integrity an authenticity. Because of all of this, electronic invoices are much more than a mere digital file.

The progressive roll out of e-Invoicing in Argentina

Even if electronic billing has been a reality in this Latin America country since April 2007, when the e-Invoicing system began, it was not until April 2014, seven years later, when it started its mandatory expansion across different economic sectors in Argentina.

These sectors can be checked out on the General Resolution 357/2013, which determines which companies must comply. This system is currently compulsory for real estate services, mining companies and major individual taxpayers amongst others.

At the moment, over 193.000 taxpayers issue their invoices electronically through AFIP’s official website. According to Ricardo Echegaray, AFIP’s principal, electronic invoicing will be generalized as mandatory by August 2015 for taxpayers who commercialize products and services.

How to issue e-Invoices in Argentina?

E-Invoicing in Latin America means complying with several requirements that can change between countries. In Argentina, the electronic invoicing issuing process follows three main steps:

  1. A standardized XML file, regulated by the AFIP is created thanks to the automation of the company’s ERP. It includes the necessary electronic signature.
  2. An Electronic Authorization Code (CAE) must be obtained from the AFIP. Without this code, the bill won’t be valid for tax purposes, and products won’t be able to be dispatched.
  3. The e-Invoice is delivered to the customer, whether or not they have an invoice reception solution.
