E-invoicing takes another step forward with the Norwegian government

The Norwegian government recently announced that as of 1 July the government will only accept invoices from its suppliers in electronic format.

The transition to e-invoicing is a landmark on the road to completing the digitalisation of invoice management on the part of the Norwegian public sector and an important stimulus for promoting invoice exchanges in electronic format across the whole of the European community, where there is an ever-growing number of states rolling out active policies to boost e-invoicing, including countries such as Denmark, Italy and France.

From 1 July 2012, nearly half a million Norwegian businesses that supply the state will have to generate and send their 11 million-plus invoices to the Norwegian administration electronically instead of on traditional paper.

To expedite this procedure the Norwegian government has developed a centralised B2B communications infrastructure so that suppliers and governmental bodies can send and receive invoices in digital format electronically.

The communications infrastructure and document format (EHF: Elektronisk HandelsFormat) chosen to perform e-invoicing for the Norwegian Agency for Public Management and eGovernment (DIFI) was developed out by PEPPOL (Pan-European Public Procurement Online), employing a standardised format that is a UBL 2.0 subset.

Companies that invoice the Norwegian government will have a centralised communications hub (segmented into 11 access points for the Norwegian public administrations) which they can connect to via their EDI (Electronic Data Interchange) systems. The Norwegian government will also facilitate connection with administrations to suppliers lacking their own EDI solution so they can directly link to the communications hub via a free public portal to submit their invoices under the established requirements.

The configuration of a centralised access point for B2B communications will simplify invoicing transactions between suppliers and public organisations, enabling faster and safer monitoring and control of document deliveries.

The EDICOM public administrations hub

It also does away with the complexity of point-to-point connections between each administration and its partners, connecting directly with the recipient administration, sending all messages with the specific connection protocol for each destination.
