Peru Will Use Third Parties to Issue Electronic Proofs of Payment
Legislative decree No. 1314 has authorized Peru’s tax administration to establish that third parties will be authorized to carry out the verification and validation of electronic documents issued, once they have been registered in the directory of companies offering these electronic services. This way essential aspects of the electronic documents issued will be approved beforehand.
The tax administration is in the process of defining the requirements that third parties must meet to be authorized to issue documents. The decree also states that businesses will have the freedom to choose the third party they want to perform the verifications provided that the third party is listed in the directory of companies that offer these electronic services.
Peru’s tax administration made an exception for entities under law No. 30225 which are authorized to hire third parties listed in the directory until December 31, 2018.
The decree further states that this system of electronic emissions will be mandatory when there are at least three companies registered in the directory that offer these services at a national level.
This system is similar to the one that already exists in Mexicowhich utilizes authorized companies certified to send electronic documents which are third parties that validate digital tax documents in the tax administration’s presence.
EDICOM has been an authorized provider certified to send digital tax documents since 2010 and it has been an authorized provider certified to receive digital tax documents since 2015.
