Ecuador makes it mandatory to issue goods purchase settlements electronically

Since January 2020 taxpayers that submit goods purchase and service provision settlements must consider the specifications detailed in the XML and XSD files released by theInternal Revenue Service (SRI) of Ecuador.
Resolution No. NAC-DGERCGC19-00000023 sees the SRI establish a new implementation deadline for the system of issuing goods purchase and service provision settlements electronically. Since January 2020, taxpayers, i.e., individuals and corporations, that pay a good or service must consider the new schema.
What does the resolution say?
“The SRI will provide taxpayers, starting from August 2019, with detailed specifications in XML and XSD files of the goods purchase and service provision settlements to develop its e-receipt systems. The implementation deadline just for this type of receipt will run until 31 December 2019, after which receipts will be issued electronically for taxpayers covered by this schema”.
Goods purchase and service provision settlements are a type of electronic receipt which must meet the legal and regulatory requirements for all sales receipts, ensuring authenticity of origin and content integrity.
These guarantees are met thanks to the required security mechanisms:
The electronic signature issued by four certified entities in the country (the Central Bank of Ecuador, the Council of the Judiciary, ANF AC Ecuador and Security Data)
Software that generates e-receipts (can be proprietary or may use the free e-receipt tool)
Internet connection
Online SRI login code
Registered debit agreement
Ecuador’s Internal Revenue Service is making changes to e-receipt regulations to improve the system and make it easier for taxpayers to meet their fiscal and tax obligations.
