EDICOM: Electronic Invoicing Intermediary for the Public Administration

Decree No. 55 of April 3rd, 2013, issued by the Council of Ministers on May 22nd will allow the option of e-invoicing to the Public Administration from December 6th, 2013. The Decree provides for gradual adoption by different agencies in the PA as follows:

The effective date of the obligation for electronic invoicing is set at 12 months after the entry into force of the regulation (6 June 2013) for ministries, tax agencies and national and social security and welfare institutions, and 24 months for other administrations included in the Istat list, with the exception of local administrations, for which the starting date will be determined by a further decree of the Ministry of Economy and Finance within six months of the entry into force of the decree.
The transmission of invoices, including through intermediaries such as EDICOM, will take place through the exchange system (SDI), managed by the Revenue Agency with technology support from Sogei.
EDICOM was the first international company specialized in the management and transmission of electronic invoices to successfully accomplish tests for sending invoices in XML format with digital signature to the Italian Public Administration.
EDICOM solutions are therefore ready and available to PA suppliers, for managing the sending of e-invoices in full compliance with current regulations.
In the field of e-invoicing, EDICOM was among the firsts to gain certification for solutions regarding dematerialized invoices (European Directive 2010/45/CE). The company has obtained certifications in many European countries, where the EU directive is implemented with national standards, and since 2008 it has been a Certification Authority and Time Stamp Authority at European level.
The EDICOM platform supports various security models, all based on X.509v3 certificates. By definition, these systems ensure the confidentiality, integrity and non-repudiation of messages, as required by the European Directive on "dematerialized invoicing."
