Uruguay is set to become one of the leading countries in e-invoicing. The update in December 2013, of DGI Resolution nº 798/2012 led about a thousand large Uruguayan companies to sign up to this new system. The regulation, previously of a voluntary nature, required certain taxpayers to switch over to using the Electronic Tax Invoice (CFE) before September 1.
There are currently around 1500 companies signed up to the scheme. Of these, 360 are already in operation, 44 are authorized, with 577 in the approval process and 511 still in the trial phase. We must bear in mind that this group not only includes big businesses affected by the legislative change, but also a growing number of taxpayers who voluntarily decide to use the CFE, due to the economic advantages involved.
As reported by newspaper El País, these figures are likely to increase soon, as the General Tax Directorate (DGI) intends to make electronic billing mandatory for another 1000 companies in September 2015. In addition, DGI Director Joaquin Serra reveals that the authorities are considering drawing up a schedule for incorporation of the different company profiles. This was already done in other neighbouring countries such as Argentina or Chile.
Taxpayers taking part in this system, in force in the country since 2012, have so far issued almost 13 million e-invoices and just over 243 million electronic receipts or “e-tickets”. In 2014, the DGI places the e-billing growth rate at 24%, which is expected to rise to 50% in 2015. These figures will make Uruguay one of the world's top 10 leading states in e-invoicing, as estimated by Billentis consulting.
How to issue electronic invoicing in Uruguay?
To issue CFE optionally, taxpayers must apply for authorization from the DGI through the e-Invoicing Portal (e-Factura). Once approved, they can start to issue electronic invoices by engaging the services of an electronic billing provider, who facilitates the generation, transmission and submission of invoices to the administration and is ultimately responsible for safekeeping of the documents in accordance with the legal requirements.
