e-Invoicing status in the Basque Country

In 2015, the Basque Country, in a similar way to the other Autonomous Communities, sees the rollout of e- invoicing in the Public Administration.

In order to reduce the period of payment to suppliers, as the County Council of Gipuzkoa explains, electronic billing in the Basque country has been declared mandatory for all departments, although each institution has followed its own path, presenting its suppliers and service providers with a complex panorama.

At regional level, the Basque country’s administrative structure has its own General Entry Point for Invoices (PGEFe) to receive electronic invoices issued by its suppliers. However, the Basque Health Service (OSAKIDETZA), one of the agencies with the highest concentration of suppliers, has decided to develop its own Entry Point for Electronic Invoicing, independent from the rest of the Basque administration.

Moreover, the context ends up becoming particularly tricky for suppliers, as the provincial councils have also decided to opt for the development of their own platform to receive invoices directly in their own PGEFe.

 

e-Invoicing in Basque Country provincial councils

In the provincial scope, the councils of Gipuzkoa, Álava and Vizcaya have adopted mandatory electronic invoicing as of 15 January, the date their PGEFe came into operation, so they can now connect to EDICOM automatically. Through this platform, e-invoices are forwarded to the pertinent institutions for processing and payment. These include regional agencies, local authorities and other public bodies of the councils.

 

For whom is e-invoicing compulsory?

Entities that must issue and submit their invoicing in mandatory electronic format include public limited companies or corporations, limited liability companies, joint ventures or legal persons and entities that do not have Spanish nationality. Electronic billing will be optional for them in cases where the invoice amount does not exceed en €5000, as explained by the Basque Government e-Invoicing Service .

This new way of billing the administration is not mandatory for self-employed professionals and companies whose definitions not match those cited above, although they may use it if they wish to save time, money and paper, in addition to simplifying their payments.
