The use of e-invoice version 20 has been mandatory in Uruguay since 1 July


According to instructions from the General Tax Directorate (DGI), use of the new version 20 of the Electronic Tax Receipt (CFE), the name by which e-invoicing is known in Uruguay, has been mandatory since 1 July.

The update was motivated by including taxpayers liable for minimum VAT payments in the e-invoicing system. Specifically, taxpayers covered by literal E, article 52, Title 4 of the Consolidated Text (Minimum VAT) can now voluntarily seek inclusion in the e-invoicing system.

Taxpayers who have to use CFE version 20 must meet the following requirements:

  • Change in maps:
    • Taxpayers liable for minimum VAT
    • Taxpayers who use CAE (Certificate of Authorization to Issue), particularly if they need to use the three new CAE types.
    • Taxpayers who use third-party payments and/or proprietary collection.
    • Taxpayers who use professional secret if they need to utilize the value “Third-party sales transaction protected by professional secret”.
  • Changes in PDF:
    • Everybody who has to have a customized PDF must change the QR code.
    • If the customer is liable for minimum VAT.
    • Taxpayers who use CAE (Certificate of Authorization to Issue), particularly if they need to use the three new CAE types.
    • Exempt taxpayers.
    • Customers who use delivery notes, third-party payments, and/or proprietary collection.
    • Customers with cases where it is mandatory to indicate means of payment.

The updating of the CFE format is a new step forward in e-invoice mainstreaming in Uruguay. This process is part of the system of transaction documentation using electronic tax receipts promoted by the Ministry of Economics and Finance through the General Tax Directorate.

According to the timeline published in Resolution No. 3012/2015, it will be mandatory for all taxpayers to use e-invoicing as of 1 December 2019.

With this digitization of tax processes, the Uruguayan government hopes to reduce tax evasion, cut operating costs for taxpayers and the state alike, and minimize environmental impacts by cutting paper use.  Similar steps have already been taken by other LatAm countries like Mexico and Brazil.
