Paraguay Bolsters e-Invoicing with Voluntary Sign-up by Taxpayers

Paraguay is triggering the “Voluntary Adhesion” phase of its implementation of the Integrated National Electronic Invoicing System (SIFEN). By doing so, all companies that want to start invoicing electronically can sign up to SIFEN voluntarily, in addition to those already required to use it by the government as part of its general rollout timeline.

General Resolution No. 23, published by the Undersecretary of State for Taxation (SET) in August 2019, repeals General Resolution No. 05/2018 which regulated the issue of Electronic Tax Documents (DTEs) in the SIFEN pilot plan, as this phase was put to bed after checking the good operation of the SET computer system.

SIFEN establishes the tax regime in Paraguay. The current e-invoicing project in the country began in 2017 and is being rolled out on a staggered basis, starting from a voluntary phase to achieve progressive take-up by enterprises and taxpayers.

Requirements to be an electronic invoicer in Paraguay

To use e-invoicing in Paraguay you must be authorized as an e-invoicer by the tax administration.

That involves meeting a number of technical requirements:

  • Acquiring the Authorized Certification Service Provider digital certificate to guarantee the authenticity, integrity, and non-repudiation of the electronic documents you issue. This means you must have your Single Taxpayer Record (RUC).
  • Have the right technical support for invoicing to enable sending, receiving, and archiving.
  • Comply with the mandatory testing process within the field of tests provided for this effect by the SET in order to ensure the quality of the information sent and received in electronic documents.
  • Seek authorization and stamping for electronic tax documents through the Marangatu tax system, using your confidential access code to that end, so you must be up to date with your tax obligations and have an active RUC.
  • Ask the SET for your CSC taxpayer security code to generate the QR to be printed on KuDEs (the graphic and simplified representation of an electronic document or electronic tax document in a physical or visible digital format) associated with your electronic documents.

The purpose of the “Voluntary Adhesion” phase in the general implementation plan is to make adjustments to the technical documentation, features, services, and web applications of the SET computer system as a result of the incorporation of new electronic tax documents and taxpayers.

The mandatory phase is scheduled to begin in 2020 and will also be staggered.
