Mandatory electronic invoicing advances in Peru

In December 2013, SUNAT (Peruvian Customs and Tax Authority), through superintendence resolution Nº 374-2013/SUNAT, announced the first group of Peru-based companies that must issue invoices electronically.

The resolution also sets October 1, 2014 as the deadline for incorporation of these new electronic billers through one of the two electronic systems developed by SUNAT (Web Portal, Taxpayer System).

Electronic invoicing has been up and running in Peru since 2010, with over 7,400 entrepreneurs using this system on a voluntary basis to carry out business transactions with their customers. Optimization of management time and cutting costs (paper, printing, postal mail) are the main drivers behind the annual increase in the number of taxpayers signing up to the e-billing initiative voluntarily.

Nevertheless, this new boost to electronic invoicing from the Peruvian authorities, by making it mandatory as a way to exercise greater fiscal control, illustrates how the future of billing is now heading inexorably towards the electronic model. So, under the new ruling, approximately 200 large enterprises in all productive sectors and with headquarters in Peru will start issuing their invoices in electronic format as of 1 October.

Alicorp, Bayer, BBVA, Goodyear, Farmindustria, Hipermercados Metro, Nestle or Panasonic are just some of the businesses cited in the resolution, although everything seems to point towards a gradual incorporation of other, smaller companies in successive resolutions.

These initiatives are not unheard of, as we can see similar practices throughout the South American continent. In this sense, countries such as Mexico, Brazil or Chile are pioneers in the rollout of proactive fiscal control policies by means of electronic invoicing.
