Electronic Invoicing in Croatia
Croatia has launched a tax modernization initiative under the Fiscalization 2.0 project. The initiative aims to establish a fully digital environment for invoicing, archiving, and electronic accounting, marking a significant step in the digital transformation of the country's tax system.
Key Features of B2B e-Invoicing in Croatia
Croatia is preparing to take a major step forward in its digital tax strategy. As of January 1, 2026, electronic invoicing between businesses (B2B) will become mandatory. This marks a new milestone in the evolution of the national tax system. This development is part of the Fiscalization 2.0 initiative, led by the Croatian government to modernize tax management through digital tools.
The central platform for this system will be Servis eRačun za državu, managed by the financial agency FINA. While originally designed for invoicing the public sector, the platform is expected to be expanded or supplemented with a new system to support B2B operations.
A crucial component of this infrastructure will be integration with Peppol (Pan-European Public Procurement Online). Through Peppol, Croatian companies will be able to exchange e-invoices domestically and with business partners in other European countries using the network.
Mandate
Starting January 1st, 2026, B2B e-invoicing will be mandatory in Croatia.
Invoice Format
Ivoices must be issued using formats accepted by Peppol, specifically:
- Peppol UBL 2.1
- CII (Cross Industry Invoice)
Electronic Signature
One noteworthy feature is that electronic signatures will not be mandatory, reducing the technical complexity of the process and facilitating faster adoption by businesses.
Archiving
Electronic invoices must be archived for 11 years, during which companies must ensure the accessibility and legibility of the documents. This applies for both tax and accounting purposes.

Key features of B2G e-invoicing in Croatia
Since 2019, all public sector suppliers in Croatia have been required to issue electronic invoices when billing public administration entities.
Croatia has a centralized platform for exchanging e-invoices with public authorities: Servis eRačun za državu, operated by the financial administration named FINA. This platform is connected to all public sector entities and utilizes the Peppol network for the exchange of electronic documents.
Mandatory Use
B2G electronic invoicing has been mandatory in Croatia since 2019 for all transactions involving public administrations.
Invoice Format
Electronic invoices must be issued in standardized formats compatible with Peppol, specifically:
- Peppol UBL 2.1
- CII (Cross Industry Invoice)
Electronic Signature
Croatian legislation does not require the use of electronic signatures for e-invoices, although it is optional if agreed upon by the parties involved.
