Electronic invoicing in Sweden
Sweden is one of the most advanced European countries in adapting e-invoicing. Although it is not yet mandatory for private companies in B2B transactions, it is widely used in the public sector and is also common in the private sphere.
Features of E-Invoicing in Sweden
Sweden has established itself as one of the leading countries in Europe in e-invoicing. The obligation to use e-invoices began in 2008 for central government agencies and was extended in 2019 to all regional and municipal administrations. Public bodies only accept invoices that comply with the standards set by Swedish and European regulations, such as Peppol BIS 3.0.
In the B2B sector, e-invoicing is not mandatory, but it is widely used by many companies due to its efficiency and sustainability benefits. In February 2023, DIGG, the Swedish Tax Agency (Skatteverket), and the Swedish Companies Registration Office (Bolagsverket) asked the government to assess the possibility of introducing a B2B and G2B e-invoicing mandate, which could reshape the landscape in the coming years.
Mandatory Use
Since 2019, public entities are required to receive only e-invoices under the national standard derived from the European Directive 2014/55/EU.
In the private sector, e-invoicing is not mandatory, although it is widely used by Swedish companies for its efficiency, traceability, and sustainability.
Since March 2024, suppliers must report environmental data through electronic delivery notes for public transport projects exceeding 50 million SEK.
Since March 1, 2025, the Swedish Customs Authority (Tullverket) will introduce a new e-invoicing system based on the Peppol BIS Billing 3 format.
How It Works
The Peppol network is the most widely used channel for exchanging electronic documents in Sweden, thanks to its high security, efficiency, and international reach. Sweden does not have a centralized state platform. Companies can freely choose authorized service providers to issue, validate, and send their e-invoices via the Peppol network or through other approved channels.
Invoice Format
The SFTI ESAP 6 standard will no longer be recommended as of July 1, 2025, with Peppol BIS becoming the preferred format.
The national format Svefaktura is also accepted.
Electronic Signature
Regulations do not require the use of an electronic signature for invoices sent to either the public or private sector.
Archiving
E-invoices must be archived for a minimum period of 7 years.
