E-billing has been mandatory in Guatemala for over a year now for all individual or legal persons categorized as special taxpayers. With Directory Agreement 08-2011, the Superintendency of Tax Administration (SAT)laid down a system of migration to the FACE billing schema, which was carried out in several phases. The switchover began in January 2012 with the incorporation of large companies and ended in March 2013, when the smaller businesses joined the scheme. This made the country one of the first to roll out electronic invoicing, alongside other neighbours such as Costa Rica.
The legislation adopted by the Government of Guatemala is similar to that of other Latin American countries that have joined the system. Following creation of the FACE schema in 2011 and a period of optional adhesion, the SAT drafted a stricter legislation that made it mandatory for all taxpayers qualified as special, in accordance with Article 6 of Decree 1-98. The aim of this step towards technological modernization was to cut costs, streamline procedures and enhance fiscal control over trading activities in the country.
The issuing of electronic invoices by the vast majority of taxpayers provides the SAT with ongoing information on trade relations. The whole process takes place automatically, from creation of the file until its submission to the Tax Authority. In addition, these documents include mechanisms such as the Issuance Authorization Code (CAE), which ensure their authenticity and provide them with even tighter security than their paper equivalents.
EDICOM, the e-invoice issuing solution for Guatemala and around the world
The EDICOM international e-billing platform is adapted to the requirements set forth by the SAT in Guatemala. Through this software, in addition to FACE, taxpayers also have the option to issue electronic invoices in other standards in force worldwide. This simplifies the work of large companies which, from the same platform, are able to bill in any of the countries with which they engage in training activities.
